Stalin advocated to increase the stake of states in divisive tax revenue to 50 percent, saying that the 15th Finance Commission had recommended shares of divisive tax revenue with 41 percent states. He claimed that in the last four years, only 33.16 percent of the gross tax revenue of the Center has been shared with the states. ‘Lack of water already in Ravi, Beas and Sutlej’, Punjab Chief Minister Bhagwant Mann said that there is already a shortage of water in the Ravi, Beas and Sutlej rivers and water should be sent to the deficit basins. He said that Punjab has repeatedly requested that it be included in the conversation for allotment of Yamuna water, as an agreement was reached under the Yamuna-Sattuj-Link project. Which was signed between the then Punjab and Uttar Pradesh on 12 March 1954, under which Punjab got the right to two-thirds of the water of Yamuna.
