This action has been taken after serious allegations of sexual harassment. The woman had said that this officer also gave him mental torture. This thing reached the CM too. After which Chief Secretary Dr. J. Alam issued a suspension order under All India Service (Discipline and Appeal) Rules, 1969. Wilfred was posted as Investment and Development Authority i.e. IDAN as well as Joint Secretary in Finance Department. Many women employees have alleged demand for salary increase and sexual relations in lieu of employment. The demand for suspension was continuously taking place. This suspension is the result of a criminal investigation started after a complaint lodged by Nagaland State Women’s Commission (NSCW) on 17 March 2025. The complaint said that Wilfred caused mental and sexual harassment of many women employees. The Naga Students Union (NSF) also demanded a suspension of Wilfred amid the allegations, arguing that his post weakens the public’s trust and gives a message of lack of accountability. The Nagaland Police on 12 April 2025 filed an FIR against Wilfred and formed a special investigation team (SIT) to investigate the case. During the suspension, Wilfred has been posted in the Department of Personnel and Administrative Reforms at the Nagaland Civil Secretariat of Kohima, and he is prohibited to leave the headquarters without the permission of the competent authority. In addition to tampering with two domestic workers, Wilfred is also accused in another case, in which he had molested two domestic workers at his official residence while being the Deputy Commissioner of Noklak district in 2021. A case is also registered against him in this case. Wilfred has denied all the allegations, but the investigation and suspension have highlighted administrative accountability in Nagaland and the safety of women at the workplace. This case not only questions administrative good governance, but also underlines the need for strict action on serious issues such as sexual harassment.
